timeout_frozen_after applies to ALL frozen messages, whether or not they
are bounce messages or some other kind of frozen message.

ignore_bounce_errors_after applies only to bounce messages.

If ignore_bounce_errors after is set to a shorter time than
timeout_frozen_after, it will be used for bounce messages. If you set it
to the same or greater, it will be ignored. So yes, the shorter time
wins.

Note that the actions when these options "trigger" are slightly
different. In the case of ignore_bounce_errors_after, one further
delivery attempt takes place. This does not happen for
timeout_frozen_after. Note also that a value of zero means different
things in the two cases.
